We’re halfway through 2026, and the rPET landscape looks nothing like it did a year ago.
Last year, when you brought up rPET with a client, they’d ask, “What’s the benefit?” This year, the question has flipped to, “Can I still sell without it?”
That shift isn’t coming from one market. It’s coming from three — simultaneously. The EU is tightening its rulebook with more granular calculation standards. Korea went straight to mandatory. And across the US, a dozen states are writing their own playbooks. If your product uses PET bottles and you sell across borders, recycled content isn’t optional anymore. It’s table stakes.
EU PPWR: 25% Is Just the Starting Line
The EU’s Packaging and Packaging Waste Regulation (PPWR) sets three hard deadlines for PET beverage bottles:
- 2026: At least 25% food-grade rPET in the bottle body (full enforcement August 12, 2026)
- 2030: Stepped up to 30%
- 2040: Hitting 65%
But the real game-changer dropped in June 2026. The European Commission published its recycled content calculation methodology — and officially recognized chemical recycling in the accounting framework.
What does that mean? Before this, only mechanical recycling (grinding, washing, re-pelletizing) counted toward your recycled content numbers. Now, chemically depolymerized and re-polymerized rPET qualifies too.
For brand owners, that’s good news. Food-grade mechanically recycled rPET has been chronically undersupplied. Opening the chemical recycling lane widens the feedstock pool. But don’t pop the champagne yet — chemical recycling still costs significantly more than mechanical, so it won’t flip the supply-demand equation overnight.
Korea: Hit the Number or Pay the Fine
Korea moved faster than most people expected. Starting January 2026, any PET bottle producer using more than 5,000 metric tons annually must use at least 10% rPET.
This regulation doesn’t mess around — non-compliance means fines, no negotiation. And if you’ve done business in Korea, you know their enforcement culture is among the strictest in Asia. Don’t gamble on leniency.
The US: 12 States, 12 Different Rulebooks
There’s no federal recycled content standard in the US. But 12 states have stepped into the vacuum with their own mandates, and the patchwork is real.
California’s SB54 sets the pace — it demands 50% rPET by 2030, which is actually more aggressive than the EU’s 2030 target. New York, Washington, Colorado, and others are following with their own timelines.
Meanwhile, the FDA made two significant moves in 2026. First, they tightened GRAS (Generally Recognized as Safe) notification requirements for recycled plastics in food-contact applications — the review process is more rigorous than it used to be. Second, FSMA Rule 204 on food traceability is now in effect. The practical outcome: every link in your rPET supply chain — where the material came from, how it was processed, who certified it — needs documented, auditable data. The FDA has now approved over 200 recycling processes for food-contact use, but getting through that door requires real paperwork.
The Supply Squeeze: Price Tells the Story
While regulations are tightening demand, supply is shrinking. Over the past 12 months, 7 of the 30 PET recycling facilities in the US have shut down. Nationwide, only about 25% of PET bottles actually get recycled — the rest goes to landfills or incinerators.
What does that mean in dollars?
- Food-grade rPET: $0.65–$0.90 per pound
- Virgin PET: $0.55–$0.75 per pound
rPET costs more than virgin, and the gap is widening. The global PET packaging market reached $93.3 billion in 2026, and the transparent rPET market alone sits at $7.86 billion, projected to hit $18.44 billion by 2036 (8.9% CAGR). Demand is climbing while recycling capacity is falling — food-grade rPET is only going to get harder to secure in the years ahead.
So Why Bother With rPET?
If it’s more expensive and harder to source, why are brands still going all-in? Three reasons that actually hold up.
First, the carbon number is undeniable. rPET’s carbon footprint is 79% lower than virgin PET. Whether you’re building an ESG report or negotiating shelf placement with a major retailer, that figure does a lot of heavy lifting. Coca-Cola didn’t switch Sprite from green to clear PET bottles for aesthetics — they did it because clear PET has far higher recycling value than colored, and that move directly boosts rPET availability across their supply chain.
Second, consumers aren’t stupid. More buyers are checking labels for recycled content claims. If you’re not showing a number and your competitor is, that gap shows up on the shelf real fast.
Third, the regulatory calendar isn’t waiting. EU 2026. Korea 2026. California 2030. The timeline is locked in. The later you move, the more expensive your compliance transition becomes — because by then, everyone’s scrambling for the same limited supply.
What to Do Right Now
A few things worth acting on immediately:

Map your markets. Different jurisdictions have different requirements. Plan for the strictest one and the others take care of themselves.

Ask your suppliers real questions. Can they provide food-grade certified rPET? Do they have FDA 21 CFR 177.1630 and EU 10/2011 compliance documentation? Is there a Certificate of Analysis (CoA) with every batch? If they hesitate or get vague, it’s time to shop around.

Start with a manageable percentage — don’t jump to 100% overnight. 30% rPET content already clears the EU’s 2026 threshold of 25%, and it won’t noticeably affect clarity or structural strength. Ramp up as the supply chain matures.
